Madagascar: Possible dissolution of the National Assembly in the island

While the choice of the Prime Minister appointed by the new elected president Hery Rajaonarimampianina drags, a dissolution of the National Assembly is not ruled out, as explained in the Midi Madagasikara newspaper.
Because according to article 54 of the Constitution, as recalled Monday the Constitutional High Court, "the president of the Republic appoints the Prime Minister, submitted by the party or the majority party group in the National Assembly".
Thus, according to the newspaper Midi Madagasikara, the newly elected president, Hery Rajaonarimampianina, probably wouldn't accept the choice of a personality nominated by the MAPAR * of Andry Rajoelina and who does not have the favour of the international community.
"Lack of understanding" between President Hery Rajaonarimampianina and the leader of MAPAR, Andry Rajoelina, who met yesterday at the Iavoloha Palace could then lead to a new institutional crisis in Madagascar.
A possible blocking situation, which could include forcing the newly elected president, Hery Rajaonarimampianina, to dissolve the National Assembly under article 60 of the Constitution of the island, which confers this power.
As a reminder, the MAPAR of Andry Rajoelina party won 49 seats of the 151 seats that were vacant in the National Assembly, the legislative elections of December 20, 2013, and was in the lead without however obtaining the absolute majority in the National Assembly.
Second independent won their side 39 seats and the movement of former president Marc Ravalomanana won 20 seats.
The Malagasy Miara Miainga (MMM) of former Deputy Prime Minister Hajo Andrianainarivelo, who arrived third in the last presidential election, has 13 seats.
