Madagascar: 4,000 "ghost" officials enumerated for the time being

Around 4,000 "ghost" officials have recently been recorded in four ministries in just over one month of census on officials who are genuinely in post in the Island. The program of enhancing the effectiveness of the administration (PREA) receives funding of 16 million dollars allocated by the European Union.
The biometric census in Madagascar with fingerprint records and associated with physical inventory allows to precisely determine the number of active officials. The treatment of the latter will thus be removed in the month of June.
As a reminder, about 10,000 Malagasy officials would be considered to by the administration as "ghosts". These "ghost" employees who no longer work in the ministries but continue to receive their full salary rate and among them some are even counted dead people, whose relatives have not reported their death to the appropriate authorities.
Over 300,000 * million ariary per month are being spent since 2009 by the State Treasury for wage costs of these “ghosts”.
The civil service accounted for some 124,000 public servants that are listed in 2006 and nearly 165,000 today.
