Madagascar: The State Treasury, financial failure, has not yet paid the rural communities the first installment of their annual grant
Some mayors of rural communes of Madagascar have reported discomfort after non-payment of the first installment of the annual municipal grants from the state.

"Every year, the state provides a grant of 11 million ariarys (3,847 euros) per municipality. The first installment payment is made in June before the Independence Day, and six million ariarys (2,098 euros) remaining at the end of the year. For this year, the first payment has not yet occurred", said a rural town councilor, really bothered by the late payment which hinders its finances.
 
According to the Ministry of Decentralization, a lack of financial resources of the Directorate of the Treasury is responsible for the temporary absence of payment, as related the site lexpressmada.com.
